I was walking around a track in Swissvale. The track overlooks the mon valley. Rankin, Braddock, Homstead. I got a pretty good look, but I just couldn't get a good angle to see the head. I saw strong and clear flashes of a bright white fanned out tail and I can't think of any other bird of prey with a flashy white tail! Is it possible!! Let me know what you think.
